Hepburn’s 2025–2030 Strategic Plan sets a clear, ambitious direction for growth—focused on infrastructure, economic development, housing, customer service, and community connection.
Guided by the theme “Over the Rise to Our Bright Future”, the plan positions Hepburn as a dynamic, welcoming, and sustainable community where amenities support growth, businesses thrive, and residents of all ages have a voice in shaping the future.
