These new incentives are more than financial programs, they’re a statement of intent. The Town of Hepburn is taking innovative steps to grow our community while staying true to the values that make Hepburn an incredible place to live.

Eligible projects may receive partial or full tax abatements on the increased or new assessed value resulting from their upgrades or new investment for 3 years.

Improvement Grant

Existing Hepburn businesses may apply to receive a $1,500 grant for $3,000 worth of improvements to the façade of their commercial building.


Key Dates:

Application Deadline: April 30, 2026 – 2:00 PM 

Success Notification:  May 29, 2026

Project Completion:  December 31, 2026

Business Façade Improvement Grant Guidelines & Application

Overview


This program provides funding to commercial property owners and tenants of commercial property, to redesign, renovate or restore facades on commercial buildings that are commercial use at street level and may have commercial and or residential uses on upper floors. The building façade must face a public road or a right-of-way that is accessible to the public.


Places of Worship, Public Institutions and Mixed-Residential use without street level commercial use are ineligible.



Funding


The Town of Hepburn will fund 50% of eligible projects up to $3,000.


Businesses may spend as much or as little as they wish however grants will only cover 50% of the first $3,000 worth of eligible expenses.


Example: Business Spends $3,000 and is reimbursed $1,500 from Town of Hepburn



Objectives


The program helps to improve the appearance of a commercial building’s façade by providing a new look, enhancing neighborhoods streetscapes and providing a more pleasant environment to work, shop and eat.



Eligible Projects


Eligibility improvements include, but are not limited to:

  • masonry,
  • brick cleaning and restoration,
  • new doors,
  • new windows,
  • outdoor decorative lighting,
  • outdoor security equipment,
  • outdoor entrance tiling,
  • installation of canopies or awnings,
  • repair of cornice, parapets and other architectural features,
  • outdoor wall mounted signs and,
  • exterior painting as part of the eligible improvements.


Applications are disqualified if any of the proposed improvements are completed or underway, before approval of the proposed improvements by the Town.



Ineligible Projects


The following types of improvements are not eligible:

  • Roof signs or stand-alone ground mounted signs,
  • New or Upgraded Roof,
  • Painting of brick or stucco, unless the existing brick or stucco is already painted prior to submitting the application,
  • New stucco work,
  • Door and window banners,
  • Door and window decals and,
  • Maintenance work to repair broken windows, remove vectors (birds, animals and insects) from signs or lighting fixtures, replace light bulbs and tubes from lighting fixtures, and paint touch-ups of cracking or faded façade surfaces.




Submission Requirements


All Applicants must submit an Online Application which includes:

  • Project plan,
  • Budget,
  • Cost/benefit summary
  • Grant objectives alignment summary and,
  • Quotes for all work.



Grant Process


Each proposal will be reviewed by Town Council to ensure investment aligns with the goals of the town.


Applications must be submitted by April 30, 2026 - 2:00PM.


Council will review each proposal and applicants will be notified whether they are successful or not by May 29, 2026.


Successful Applicants will have until December 31 to complete projects and submit a Project Completion Report. Successful Applicants will be reimbursed for 50% of their expenses up to $1,500 upon approved Project Completion Report.
